RISE Chain is a Layer 2 on Ethereum focused on a high-throughput EVM execution environment. General-purpose rollups hit sequencer throughput and state growth at peak times, confirmations stretch, and order-book or market-making applications struggle to hold continuous quotes on-chain; the chain produces blocks continuously with its own sequencer, offers sub-second preconfirmations, executes transactions in parallel while partitioning conflict domains by account, and posts compressed batches and state roots to Ethereum for final settlement after the challenge window. Bytecode equivalence lets existing frameworks and wallets deploy unchanged, with fees denominated in ETH.
Preconfirmations come from a single sequencer and carry no Ethereum-grade censorship resistance, so a sequencer failure leaves users on the forced-withdrawal path. Parallel execution degrades when hot accounts conflict, and real throughput depends on state access patterns. Liquidity fragmentation across L2s adds bridging and waiting periods, and sequencer revenue plus MEV sharing rules shape how fairly transactions are ordered.
